Viewing photos of houses which survived in Galveston - generally the  
stilt-built ones - I wonder what it will be like, moving back to an absolutely  
desolate neighborhood, without services, and with the roads all ripped up.   Not a 
Pyrrhic victory - they still have their house - but it must be worth half  of 
what it once was, simply because of the surroundings, even after the  cleanup.
 
Question:  asphalt and concrete roads are all displaced, I suppose due  to 
under-scouring.  How do you flood-proof a road?
