The shpo's are supposed to be providing this kind of information.  It
does seem like everyone has to discover preservation one village at a
time, though, doesn't it.  Maybe that's the point.  Maybe the
preservation of my village pillary isn't important to you until you've
tried to save your own.  All preservation is local?  No.  But some of
the best is.
