Patrick,
Depending on whether or not the coating has penetratrated, I'd say look into
dry ice blasting. (I'm assuming of course that she'd like the coating
removed.)

I had a call from Covington KY, Ms Esther Johnson owns an old theater with
tile & glass block on the front.

 

The tile had been damaged by a slipcover installation.  When cover was
removed the tiles were repaired and I think may have had an epoxy or other
coating.  Now this repair job is failing.  Small  thin wafers of the brittle
coating are coming off.

 

She is looking for direction and assistance to have situation this corrected
/ repaired.

 

Google Madison theater  click on the place page.  Good photo of the problem
there.

 

Is there any hope for the situation?  If so who might be up to it?
