The Guggenheim did have a lovely cracking pattern every 11 degrees or so around the spiral and there was considerable effort made to cover them up in the recent re-restoration.

The fibers typically mixed with new concrete are for secondary reinforcement and they replace the steel mesh that would have typically been used for the same purpose in the original construction. Fibers don't rust.
