I just sent a renewal check off to ARRL last week.  For blind folks the 
amount is $8.  That does not include the paper copy of QST magazine.  Since 
I get the magazine via national library service that doesn't concern me. 
ARRL has it on line which I am guessing a blind member can access.  I just 
haven't tried.  The ARRL also puts out a weekly newsletter and regional 
newsletter.  I think you have to sign up for them.  Other benefits.  My club 
gets cheaper liability insurance the more ARRL members in it.

You may need sighted help to find the correct box on the application form I 
think the blind part is out of the way from the regular membership boxes.
