yeh, I would suspect that there is some bad grounds around there, and likely 
some old less than wonderful step down transformers.
I seem to remember that allot of times, really noisy power lines that create 
high noise levels on HF get that way from old transformers and bad switches 
and so on.
Usually a power company isn't interested in replacing or upgrading a 
transformer until it blows.
that could take 20 years.
However, if you can get a local FCC agent to come out and document the noise 
and put in a request to the power company to do something about it, maybe 
it'll get done eventually.
certainly faster than it might just by sending letters or complaining to the 
power companies call center.
Do those particular high voltage lines carry BPL or anything? if so then 
there is your noise factor.

It's almost like you need to go out and do something to make the transformer 
explode, then maybe they'd come out and replace a few things and make your 
noise go away.
I don't recommend sticking your tongue in a poll switch or anything though, 
that can be somewhat bad for your overall health hi.
Just curious, have you tried going mobile in your neighborhood with HF to 
see sort of where the noise is loudest, and weather, perhaps, it is just 
your house or just your immediate area that picks up the noise?
I know your not really settup for mobile HF in the SUV, but perhaps a 
temporary set up could give you a better idea and a little more knoledge to 
throw at an FCC or power company inspecter.
do half their job for them and it might grease the squeaky wheel a bit.
Certainly more convenient doing it that way, than trying to effectively run 
a remote bass from Kansas.
