        I would think the bottem, feed point would not be too hot but out on 
the end is where high voltage is present on a quarter wave ant.

I don't use my vertical with the kids in the yard for that reason, I'd
imagine it's hot and I don't want to find out the hard way. If I had a
bigger yard I'd put something around it to protect it or put it in a not
populated spot in the yard.
