Ellen, are you using JAWS for DOS or JAWS for Windows?  If you are using
JFW, it will work with Internet Explorer and probably also with Netscape.
JAWS is not a stand-alone product like PWWEBSPEAK; it is a screen reader
that allows the user to work with a variety of off-the-shelf software.  It
certainly should handle frames, unless the web page is poorly designed.
But it is not a web browser in and of itself.

I hope someone with more knowledge can help you.  I don't use JAWS and do
not spend a lot of time web browsing.  With pages becoming increasingly
complex, the web is more frustrating than for a sighted person.  But you
should be able to get better results than you are getting so far.
