Greetings:

We accidently pushed the SAP button during a network prime time broadcast
and discovered that the local affiliate was providing a steady stream of
audio weather forcasts and information.  While not a solution to the
posted problem, I am curious if other stations at least offer such an
option for breaking weather news.
