Job Duties:     
This position is responsible for assessing training needs across the department, including the planning and developing of training programs for WisDOT supervisors, managers and employees. The incumbent will provide
and deliver classroom training programs to department employees, including programs such as employee development, leadership/supervisory development and e-learning training. The position also evaluates training opportunities and makes modifications to meet
emerging department needs and issues. This position includes reviewing training evaluations and gathering data from trainees on the applicability of training sessions. The Senior Training Officer will assist the Training Director and Bureau Director in curriculum
development using project management tools to complete tasks and deliver great learning events. 

The position will partner with other human resources professionals in the bureau to administer the department’s Leadership Development Program.

Job Knowledge, Skills and Abilities:   
Thorough knowledge of how to develop training curriculum, setting educational objectives and selecting appropriate format to meet the objectives. 

Knowledge of and ability to provide training related to business management strategies, such as Six Sigma or quality improvement methods. 

Thorough knowledge of design and delivery of training programs for adults. 

Thorough knowledge of how to design, conduct and evaluate training needs assessments. 

Considerable skill in communicating effectively in both written and oral form.

Considerable knowledge of organizational development, strategic management, policy analysis and planning. 

Considerable knowledge in performance measurement. 

Considerable knowledge of team building skills, conflict resolution techniques and facilitation skills. 

Considerable skill in leading group efforts. 

Considerable knowledge of management concepts and skills, such as: objective setting, work plan development and project management techniques. 

Ability to work with senior management, section staff and project teams. 

Excellent research and analytical skills. 

Excellent organizational skills. 

Working knowledge of information technology and software, including Microsoft Office products, web design and web-based training tools.
