It would be more helpful if you would have given us the version of
Windows you are using.  Remember the more information you supply
the better the answers we can provide.

This file is a virtual device driver:  configmg.vxd
My first thought would be it is corrupted on your system.  I would replace
the file from the appropriate cab file on your install CD or floppies.  If you
are unable to do this, you can reinstall Windows to refresh the file.

In Windows98, this file is part of the shutdown problem experienced by
most users.  The upgrade file is available on our web site to solve this
issue in the Windows Patches and Fixes area, (it is the first file listed):
