Wayne is correct. Disk Wizard runs in Windows, but I think there is a DOS
utitlity included for if you can't get into Windows. I think it is called
OnTrack, but I am not totally sure. I think both of these programs normally
come together.

My case was different from Wayne's, because I could still load Windows from my
old drive while having the new drive connected as a slave, allowing me to use
Disk Wizard.
