A Win95 upgrade CD has the word UPGRADE written on the CD and it does
not come with a boot disk.  It works with the boot disk from your
previous version.

A fully licensed copy of Win95 comes with both a CD and a 3.5" boot disk.
If you have a "straight" Win95 CD, then you should go back to the store
and get the boot disk which should have been packaged with the CD.
