At this Web site you'll find the "definitions" of the U.S. Federal
Reserve and the U.S. Federal Reserve system.  As far as I'm concerned,
this information is a "theory." The U.S. Federal Reserve does not work
the way the rules and guidelines explain.  This is a good starting point
for discussions definitions, organization, and general provisions
affecting the system.
