I use Internet Explorer and in this situation I find pressing and then 
releasing the ALT key will activate the menu, from which point I can 
navigate to a desired menu option, such as closing the tab or going back 
to a previous page. I have found holding down the ALT or CONTROL keys in 
combination with another key does not work. Annoying, but easy enough to 
work around.
