The podcast in question is the Handiham Eletter found at

Regarding your question about tech licensees, sure. You can use the RC Forb
client and operate in any mode and frequency that is permitted by the
technician license, as long as the station you are using has the capability
required.

From memory, for example, technician ops have SSB privileges on tem meters
so you could operate there using the RC Forb client. 

As Pat has explained, W0ZSW doesn't have CW capability so you couldn't use
that mode on that station, but that is the only limitation there.
