Why not call up Duane at LDG and simply ask him under what circumstances he
would consider doing another run of them?

It may be he won't want too do that at any price, and if so, you might ask
how he'd feel about your group doing the work.  Perhaps if he's not too
paranoid, he might even offer some help. If he says no you can't do it 
his design is copyrighted, then just say sorry thanks goodbye.  

Technically I know he used a Microchip pic controller and one of the ISD
speech chips around a wattmeter of his own design.

I'd think it'd be easier to do your own design based on a moderately priced
commercial meter and just doing the read and talk work your selves.  It
could probably be done on an Arduino board with one of their audio add-ons.

There is, however, a huge difference between doing an one-off reproduction
or engineering prototype and making something that you can reproduce at a
reasonable cost.

I've prototyped similar devices when I was working as a rehab engineer, just
never found the means for getting stuff made in even small quantities.
