He says lower because it is a lower frequency.  meeters refers to the 
wavelength.  The actually formula is 300 divided by frequency in mega 
cyeles or megahertz.  This is because speed of light and a radio wave in a 
second is 300 million meters.  for example, 300 divided by 21 mhz 14.2, 
but we call it the 15 meter band.  300 divided by 4 mhz is called the 75 
meter band and so forth.  Also, this is why antennas for lower 
frequencies, larger meter lengths are much longer for a quarter wave.
