What do you mean by turning your iPhone off? Are you holding the 
power/lock button until the dialog comes up and you're asked if you want 
to power off your iPhone? This should turn it off, and it should stay 
off. If it doesn't then I think you'll need to take it into an Apple 
shop for service.

Are you locking the iPhone by just pressing the lock button quickly? If 
so, the iPhone won't turn off and you'll still get phone calls, alerts 
and the like. This is the way it's supposed to behave.

Could you give us more information on what you're doing and how the 
phone is reacting differently then what you expect.
