I'd suggest going into Settings -> General -> Accessibility and going to 
the last option on that page where you can set the Accessibility 
Shortcut and make sure it's set to toggle VoiceOver on and off. If it is 
then the triple click of the home key will turn VoiceOver on and off. 
Using Siri is a nice option, but that won't work if you don't have 
internet access. The accessibility shortcut will always work.

I'm more than a bit surprised that wasn't one of the first things the 
Apple tech suggested.

A three finger double tap is also something to try first, since this 
toggles speech on and off.
