the Icom IC718 is reasonably priced as it the yaesu FT450.
Both HF radios.
both have voice synth options...actually I think the ft450 has it built 
in...the 718 I think you have to buy the voice board for it.
I think the ft450 is about 700 bucks or so, as is the ic718...and that is 
new not used.
I think the Icom IC7000 has come down below a grand now as well and that one 
has onboard speech as well.  It is all mode from 160M right up to 70CM.
