I once saw a coworker struggle to walk into the building one day because 
there weren't any spots closer to the back doors.   In the handicapped 
spot closest to the back door, there was a truck with its bed full of 
construction tools and one of those heavy workman's kits.  I actually 
saw the guy get out of the truck and carry the kit into the building 
without any problems so I went to our security officer about it - the 
guy was working for a contractor so they called his employer and it 
turned out he was the legal owner of the permit.  Our state lets our 
doctors fill out the certifications like they are lollipops. No teeth to 
the enforcement.  :(

My workplace enforcement falls to the security officers but since we're 
on private property and since they have no way of knowing who's legal if 
they have a tag or a permanent plate as I do, they can't do anything if 
the tag or plate is legit.
