Hi.

It depends upon the antenna.  Some 2 meter 5/8 wave antennas will load as a 
1/4 wave on 6 meters.  The Larsen antennas, for example, work on both 2 
meters and 6 meters without any cutting.  I made up a suitable ground plane 
for both bands and ran a Larsen 2 meter 5/8 wave mobile antenna on both 
bands for a number of years with good results.

It really depends on the design of the 2 meter antenna, and how the 
matching network was designed.  In the case of the Larsen, what tipped me 
off was that in the instructions, they had tuning instructions for both 2 
meters and 6 meters.  So I threw an SWR bridge on the antenna, saw that it 
was 1.3 to 1 right out of the package on 6 meters and said to myself "Good 
enough for me!"
