Hi.

I've had issues with a past ISP that were similar, and in the end, I found 
that voting with my feet was really the best way to deal with the 
situation.  I find that most of the time, the technical people don't even 
have any clue why it is happening, so if it doesn't clear up after a couple 
of phone calls/e-mails, then it is probably time to walk.
