Thanks for all the replies!
Many people said it does not matter b/c you don't absorb gluten through the skin.  This may be true, but I'm more worried about my 2 year old ingesting it in the various ways that 2 years old do.
Another person who works in the industry (sounded reliable to me!) said that there is NO difference between adult and child sunscreen.  Just a marketing ploy.

As for the other responses:
MANY people said banana boat is GF

1 person said she has used coppertone for years

1 person said the Avon Baby is listed as gf and she has used it w/o problems

1 person said Lily of the Desert SPF 16 and 40
                     Linda Sy Skin Care SPF 15 and 30

1 person said Neutragena oil free SPF 45

1 person said California Baby says GF on the bottle
