Matt,

The 9800pro requires a 350 watt power supply minimum.  I'd bet that the
upgrade of the power supply alone will fix your rebooting problems.  But,
you will do well to increase the cooling too ;).  I'd look for a 430w power
supply, not just a 400w.  Also, make sure the power supply itself has more
than one fan.  You should look for one with at least two, if not 3 fans.
