  Ping is a basic but thorough test of TCP/IP functionality; if it doesn't
work, the networking is not "fine".  If you can see and access the machines,
but not ping, it almost certainly means that you have something besides
TCP/IP loaded that is allowing the see/access.  (It does, at least, indicate
that you have a working cable correctly installed....)

  Whether these addresses can work or not will depend on some other
settings, such as the subnet mask.  The output from "ipconfig /all" collects
a number of useful settings together in one small text report.
