My guess would be that when the power supply is cool it can produce enough
power to start up your computer.  It probably takes a little more power to
start things up than to keep them running.  Then when you restart, the power
supply has heated up and is producing less power due to increased internal
resistance.  In other words, the power supply is marginal for the task.

First, test it by disconnecting the power cords to the disk drive(s) before
the restart.  If it will then start right up, you know the above analysis is
correct.  Try connected and disconnected, repeating the experiment several
times.  If it will not start up, even with the drives disconnected, then it
is less likely to be the problem above, but still not a sure thing.

Try borrowing a known good power supply.

The problem might not be the power supply, and it can get expensive fixing
problems a part at a time, but, if it were me, I would invest in a new, good
quality power supply.  Unless you know that the original was high quality,
it never hurts to have a good quality power supply to replace the cheap oem
one.
