"NTFSDOS" does do NTFS:

Sysinternals Freeware - Information for Windows NT and
Windows 2000 - NTFSDOS

http://sysinternals.com/ntw2k/freeware/NTFSDOS.shtml

Just put it in a Windows 98 boot floppy & boot from
your floppy.

The free version is "read only", paid is "read/write"
capable.
