I'd try new drivers for the video card and check out the monitor lead for bent or broken pins.  If the problem persisted after that I'd replace the monitor.

  A friend of mine has a 3 year old HP Pavilion with a 17 inch HP monitor. It
  is a 650 MHz, 128 MB RAM, running Windows 98. Her video card is listed as
  NVIDIA VANTA with 8MB of  RAM. It is an AGP card.

  A couple days ago she started getting lines or shadows across her screen. If
  she has a window open and it does not fill the screen, the title bar will seem
  to extend as a shadow, in both directions across the screen. It is much
  lighter than the color of the title bar but it makes it appear as if you have
  streaks on your monitor. Sometimes when a window is open, there will be 8 or ten of
  these streaks on the screen. They all come from  darker items on the screen
  and are perfectly horozontal. Any ideas on what the problem is would be greatly
