Occasionally files in C:\Windows\Temp will resist deletion.

Here's a fix - delete the Temp folder itself.  Then, create a new folder and
name it 'Temp'.  Problem solved.

Note that often there is also a Temp folder in C - this isn't an essential
folder, as is C:\Windows\Temp.
