Flax is definitely NOT a grass (linum perenne), not even in the grass
family, so TECHNICALLY it is NOT a cereal grain. Flax seed is precisely
that...a seed.  As for being paleo...*shrug* certainly many other seeds
are...weather or not paleo peoples harvested seeds of flax to eat...i
don't know....but most certainly used it in fiber production, so the
possibility of seeds being present is there.
