Press 'F1' sounds like a bios generated error message, this happens before
the operating system loads so mscdex.exe is not a fix, since it will load
after the error message.  Sounds like the slave is incompatible with a cmos
setting.  What is the slave? the cdrom or the old hard drive?  Some things
to check in cmos, (depending on the age of your bios, newer bios don't allow
ide settings changed since they are all handled automatically) ide block
mode, 32 bit mode, udma enabled.  Everything should be set to auto.  I would
also check in contorl panel, system, device manager, and make sure all ide
devices are running in 32 bit mode (which is different than the bios 32 bit.
windows will load 32 bit drivers regardless of how the bios cmos settings
are set if windows finds the device is compatible).

After installing and partitioning a new hard drive and putting Win 98se on
uneventfully, I have one nagging issue that is probably simple to fix, but
beyond me. On boot up, I get the following message: "Primary Slave Drive-
ATAPI incompatible"
"press F1 to continue"
Pressing F1 allows me to operate normally, but I would like to sort out
what that "incompatible" reference is.
