Win 98 to Win 98 SE makes sense, but I stand corrected on the issue of not being able to use upgrade CD's to do full installs after Win 98.  My friend who could not use the Win ME upgrade CD for a full install told me he was trying to use the Win 98 upgrade CD as the qualifying OS, not a full Win 98 install CD. In other words, you cannot go from upgrade CD to full install off the next version's upgrade CD, you'd have to get your hands on a full install CD of the previous version. Thanks for setting the record straight.
