What this is referring to is a memory manager program that is started when
you boot. The solution is to not start that program. Assuming you run
windows 9x or ME boot to safe mode command prompt, that results in nothing
"extra" being loaded. If that doesn't work then try making a boot disk and
boot from that. TTYL
