I've had some success with changing the board, but it must be from an identical drive, same size etc. You can sometimes pick them up from PC shows in the junk bins. You are unlikely to  get a new one.

I seriously don't think you can buy a circuit board for a hard drive, and if you could, I seriously don't think you could just remove the old one and put a new one on it.  Even if you could, the expense, time, and expertise, necessary to do that would dwarf the cost of a newer, larger, and faster drive.  You can get a 20 gig 7200 rpm ATA 100 drive for barely a $100.  The drive is toast, time to move on.
