So the keyboard doesn't work unless get into windows? It shouldn't be. if
the machine was designed as legacy free, it must support USB keyboard/mouse
function during boot up, so you can change BIOS setting ...

Try look for a BIOS setting - USB keyboard support, if you can see one, make
sure it is set to "enable".

*Personal opinion: we are not ready for legacy free yet, certain things need
floppy drive, eg flash BIOS.
