Simplified answer- you need to:
1) capture your video with a video capture card (I assume you're not on DV
which uses firewire cards to transfer video to HD)

2) A program to encode captured video into MPEG2, One highly recommended
program is tmpgenc from http://www.tmpgenc.com/.

3) Once you have MPEG2, you have to use a DVD authoring tool to create DVD
on your writer. Your DVD writer may come with one.
