I think it has a similarity in that IIRC the doctors are at least in part
responsible for their budgets, as they are here, with the result that things
are done on an "if necessary" more than a "just to see" basis.

A difference between a privatised medical industry and a National Health
Service, perchance.

I remember my mother was hospitalised in the US and the number of tests they
did were overwhelming.  Some completely unrelated to what she had wrong with
her.  They did so many the travel insurance company refused to pay out on
them all.  The hospital is still trying to sue her for the amount the
insurance wouldn't shell out for what it called "unnecessary treatment".
