Normally most people will tell you to replace the fan or power supply,
but I have had very good success by just oiling the fan. Most of the cheap
ones don't have ball bearings but if you have a needle point oil spout you
can direct some oil on the shaft and it will migrate to the sleeve bearing
and the noise will soon go away.

 I have also sprayed some silicone spray on the shaft while the computer
is on, using the red soda straw that comes with the spray can. That worked
too and the fan has been working quiet for over a year now.
