 I've had the best luck first trying uninstalling Norton's in add/remove
programs if possible
then run Norton's "cleanup utility" Rnav2003 found here:

There is a whole list of Norton removal links at the bottom of the page.
Norton's can be a bear to completely remove .
 I refuse to use any of Symantec products anymore
but have to deal with them everyday on client's computers.
