Hopefully, someone may have some specific recommendations, but if not, here
are a few general suggestions:

First, how did you install and uninstall these programs?  Unless you use an
installation monitor such as Cleansweep, there may be remnants left
(particularly in the registry) after the uninstall.
These remnants can cause later conflicts.

Second, how did you reinstall Windows?  An "Over-the-top" installation
isn't enough, as it often leaves registry errors intact.

Third, do you have of the generic HP  (or other) "rescue" or "system
protection" software running in the background?  More often than not, this
can create more problems than it solves.  I gather that when it gets into a
tangle, all hell may be let loose.  Disable anything like that if necessary.

Best if you run the dos program Deltree and delete the whole of Windows
before reinstalling it.  Save what you can (saving the System folder will
be invaluable later for various system .dll's, drivers,  etc).

It's a long shot, but have you tried a registry restoration, from a
registry copy made before these installations?  Worth trying first, but of
course you'd have to do this in dos from a startup disk.  Not sure if ERU
works with ME, but I'd think it would (I'm assuming you've made regular
registry backups).  It might not solve all your problems, but might at
least get you back into Windows.  Witholut ERU or similar, you'd have to do
it the old-fashioned dos manual way.

If not, you may have to reformat and start all over again.  Make sure you
have a good installation monitor installed before you install any other
major software.  That way you always have a fall-back position.
