Hello!
I have a client who has a working dialup connection to a local ISP (she can
get email no problem, and an old Netscape 1.1 gets on a web page no problem.
She has a Micron 200MMX with 64 MB RAM, well over 200 MB of free HD space
and Win95 with MS Plus.
The problem is that IE 3.02 will always come up with the message that the
http:// (etc) page could not be found. Connection with server was reset.  I
have uninstalled (via add/remove programs list in Control Panel and
manually - including removing all references I could find in the registry).
No joy.
I would guess that somewhere there is a switch in IE that is telling it to
work offline or some such. If any one has any suggestions, I would be most
appreciative.
