Do you use XP auto-updates?  If so, it's possible that some recent 
"security fix" has done something to IE which prevents you obtaining these 
sites.  You can test that by trying another browser.  Or by lowering your 
security settings in IE, thought this won't necessarily compensate for any 
security update patches.
