I've often seen this same thing with AVG. The program usually suggests that you open the browser, which somehow establishes that an online connection exists. Most of the time this works, but I've had it stick once or twice, even under these conditions.
I'd say it's probably a flaw in the program - it'll be interesting to see if anyone else has any ideas.
BTW - the paid version doesn't seem to have this problem - perhaps it's a subtle way of suggesting that the user purchases the Pro version:--))

some computers I have it installed on it links to the download site for
the latest update with no problems but on other computers either when I
