It is REM as in remove, but it is done in the .ini file by
placing a ; in the first position on the line.

Do not delete the line just yet, but reboot after placing a ; at
the beginning of the line.  The error message may be eliminated
by this simple expedient. Be observant of your computers general
'behavior'.  If all seems well, you could remove the line
entirely, though it does no harm to leave it in place (especially
if you find you must "put it back").

The vcd may be loaded from the registry.
