Michelle, you don't say which OS your neighbours are using. But if it's 98 (or 95 maybe) it sounds like the bootup instructions in C:\msdos.sys have got scrambled.
When Windows has loaded, look in C for msdos.sys. Right click it and uncheck the 'Hidden' and 'Read-only' attributes. Ok the changes and open it. Use Notepad to open the file but don't check 'always use to open'.
If my guess is correct, you'll see a line in the file that reads:
bootgui=0
Change the 0 to a 1 so it reads bootgui=1
Now go File\Save then change the attributes back to Hidden and Read-only.
Reboot and it Windows should start normally.
Hope that does the trick - I'm working from memory here as I've moved on to XP:--))
