Go to Device Manager/Modem and uninstall the driver from there.  Or else 
download free Autoruns which may pinpoint where it's loading from (probably 
an obscure registry entry you can delete). Autoruns will show just about 
EVERTHING that loads with XP, including a lot of obscure system stuff most 
of us will never understand.
