I have had problems before with unfamilar cases and some of them
need a insulating bushing versus a metal screw, etc. Try removing
all the un-required cards and power it up, if that fails I would pull the
board out of the case and just have it on the bench and see if it
powers up.
Make sure you IDE cables are on correctly as well.

Greetings listers,
     I recently threw together a P233 from spare parts.  All the power
connections that I know to connect are secure, but when I turn the power on, the
power LED blinks one briefly and the power supply doesn't come on.  It's an AT
mobo and I was careful to insert the power connectors to the power supply
correctly (with the black wires to the inside).  Outside of a rotten power
supply, can someone shed some light on why this is happpening?  Any help is
appreciated.
