A friend is complaining of his internet connection running slowly in the last couple of weeks.  He called his cable ISP and they had him go to their site and run a speed test.  The results were fine.  They also told him he should go to www.speedguide.net and install a "tcpip optimizer".  I went there and really can't figure out where it is and what it would do.  What does it do and is it worth installing?
